The Palestinian Authority's General Security Service (GIS) has apparently admitted to using earmarked for security to pay the family of terrorists from Jenin, according to a Palestinian Media Watch report. According to the report, on April 4, 2024, PA news agency WAFA published that the GIS in Jenin had given a grant to "the families of the Martyrs and the prisoners from the service’s ranks in the district." The GIS gave grants to around 36 families from among the "martyrs and prisoners." The vast majority of those identified as "martyrs" or "prisoners" were members of the GIS who had committed acts of terror, according to the PMW. The grant was given at the direction of PA General Intelligence Chief Majed Faraj, who emphasized a core principle of Mahmoud Abbas: "If we are left with one penny, it will be paid to the families of the Martyrs and the prisoners."Taylor Force, 29, was killed by a Palestinian terrorist who went on a stabbing rampage in Jaffa on March 8, 2016 (credit: FACEBOOK) The US had all but ceased providing funds for the PA after the implementation of the 2017 Taylor Force Act, which blocked all funding for the PA general budget. The act was named for , an American citizen killed in a terror attack in 2016, where the attacker's family received money from the PA's pay-for-slay program. The exception to this was the funding of the PA's security sector, which received around $45 million in 2022, according to the State Department's website. The PMW says that this money was then used to not only provide funds for terrorists and their families but also to , many of whom end up involved in terrorism, according to PA statements in 2023. It identified them as linked to Unit 4000 of the IRGC Special Operations Division and Unit 18840 of the Quds Force in Syria, which falls under Division 840 led by Atzar Bakri. The agency said that its arrests of some Palestinian suspects helped it unravel the wider plot to destabilize the entire West Bank and achieve much higher "quality" terror attacks against Israel. Former (Israel Security Agency) senior official Yossi Amrosi, from HaBithonistim, was recently interviewed by Yoav Mintz on Radio North 104.5FM and spoke, among other things, about the intelligence and security efforts to rescue Israeli hostages from Hamas captivity in the Gaza Strip. According to Amrosi, "We have already made contact and rescued hostages. In my estimation, there is some intelligence on different hostages, but we do not have the operational capability to carry out the operation and rescue them safely. I understand why we are no longer in Rafah, [but] the hostages may be in Rafah. Where could they be? We do not occupy Rafah and do not have contact with the hostages, which is a great shame. Three weeks ago, the IDF submitted plans for the ." IDF Chief of Staff Herzi Halevi stated that it is a multi-arena campaign. Amrosi agreed and said, "The chief of staff stated that we are in a multi-arena campaign, and sometimes it reminds me of the 1948 Arab–Israeli War, in which seven different armies, including Lebanon, Syria, Iraq, Jordan, Egypt, Saudi Arabia, tried to prevent us from establishing a state. We are currently in a multi-faceted campaign from Lebanon and Syria, and there were reports that they intend to invade us from Jordan. The plans come from Hamas, Hezbollah, and the Houthis, [and more]. The entire security system, the IDF, the Shin Bet, and the police are prepared to the full extent of their strength. Let there be no feeling that we are losing or that we are in danger of extermination or annihilation. Not at all. Think positively, we are indeed defeating Hamas, dealing with Hezbollah, and dealing with the situation in the West Bank. Relatively speaking, the situation is good ." Amrosi was then asked about the security system preparing for an invasion from Jenin and if Israel's security system is capable of dealing with such a large area. He answered: "Obviously, it is impossible to reach a situation of zero attacks due to the large number of enemies. You see that the prayer at the Temple Mount ended quietly. In previous years, it was the other way around. The Damascus Gate is relatively quiet, which was the opposite in the past. I remember the riots there. Every night, the security forces do an enormous amount of work. Since the beginning of the year, 700 arrests have been made, which is a 700-thwarted attack. There are hundreds of warnings that the IDF and the Shin Bet are dealing with, and most of the attacks are thwarted."Muslim worshippers take part in the evening 'Tarawih' prayers during of the Muslim holy month of Ramadan, in front of the Dome of the Rock on the Temple Mount in Jerusalem’s Old City March 10, 2024. (credit: AMMAR AWAD/REUTERS) He further emphasized, "This is a ticking bomb. Yesterday I was exposed in the media to the arrest of a terrorist on the way to an immediate attack in Dheisha in Bethlehem, and how a terrorist was pulled out of a falafel stand. This is the foiling of an attack. Some attacks are planned for a week or two weeks, and some for the next morning. Security forces stop these attacks day and night. The security system is not able to reach zero attacks, but it can thwart the vast majority of attacks." On the escalation in the North, Amrosi noted, "This explains what I said at the beginning. The campaign is so complex. In the North, the decision is not to unify and end the fighting in the South. Which, therefore, we are not doing." ...قراءة المزيد

Mossad Director David Barnea left for Doha on Sunday to discuss Hamas's counter-proposal for the with the prime Minister of Qatar, Muhammad Al Thani, and Egyptian officials. Brig.-Gen. (res.) Prof. Jacob Nagel, former acting National Security Council chief, referred to the negotiations in a conversation with Arel Segal on 103FM. "The IDF is about to . Before it attacks Rafah, it needs to move the 1.2 million refugees who are there either [elsewhere in Gaza] or to some floating islands. The Egyptians don't want them to come to the fence with Egypt, the Americans don't want us to attack first, so that there won't be a humanitarian disaster. I think it should have happened a week or two ago," he said. "People got confused when the Prime Minister's Office says 'approved plans,' it does not mean 'gave the army an order to attack.' Today, the army and the political echelon, in my opinion, are saying the same thing, they are waiting, they are currently giving a chance to the last attempt to reach a hostage deal." According to Nagel, "There won't be a deal because Hamas doesn't currently feel enough pressure, especially [Hamas chief Yahya] Sinwar, and that's why it makes ridiculous demands. I still think it's right to send the delegation to Qatar... I'm in favor of a deal that has everything Hamas wants except for a ceasefire. To get 40-50 hostages, I have no problem with a month-long cease-fire and even the release here and there of heavy prisoners. The one thing that we can under no circumstances agree to is a ceasefire." Nagel continued, stating "What's happening right now de facto is that Hamas is getting a kind of ceasefire, not exactly, but kind of. They're still fighting in the north, in the center, and here and there, we're attacking Rafah. We need to start with this quickly, very quickly. This situation also affects the North (the border with Lebanon)." According to Nagel, "There are 24 battalions of Hamas, we destroyed 18 to 20 of them. We need to destroy all 24, after that we need to continue working underground and above the ground, for years, just like it was in Operation Defensive Shield in Jenin. Until today, [22] years later, there are still nests of terrorism in Jenin, so whoever thinks that there will be no terrorists after we in Rafah is wrong. The fight against terrorism will take place for [years to come], but if the IDF controls security in Gaza, it will be able to enter and exit as it does in Judea and Samaria, which will be much better." (credit: REUTERS/Bassam Masoud TPX IMAGES OF THE DAY) Finally, Nagel added, "Ramadan must not be a parameter for when they attack in Rafah and when they don't. The only parameters are to evacuate the refugees so that we are not accused of killing supposedly innocent civilians, some of them are not, and so that we receive the support or non-resistance of the Egyptians, the Americans, and the world." ...قراءة المزيد

Col. (Res.) Dr. Moshe Elad, Orientalist, lecturer at the Western Galilee Academic College, and former head of the security coordination between the Palestinians and the governor of Jenin and Bethlehem, recently explained what is behind Hamas's actions regarding the hostage negotiation deal, the need for human shields and the future of northern Gaza's leadership. According to Elad, "Hamas insists time and time again in statements to the Arab media, that their demands [to Israel] include in the north of the Gaza Strip to their homes in Beit Hanon and Beit Lahia, actually stems from the fact that the threshold of the terror group is falling under its feet. "Hamas is interested in gradually regaining its control capabilities due to the fact that its chances of reestablishing itself as a government and military body" Hamas is interested in gradually regaining its control capabilities because its chances of reestablishing itself as a government and military body are in the north of the Strip, not necessarily in the south." Elad further explains that "terror organizations, especially like Hamas, operate out of densely populated areas and use the population as human shields for them. Booby-trapping tunnels, shaft digging, and placing launch pads in open areas would expose Hamas to stronger IDF strikes." In addition, Hamas "needs those citizens [for ] as the organization's doctrine encourages the 'sacrifice of the civilian population with emphasis on women, elderly and children' Elad emphasizes. SUPPORTERS OF Hamas and Islamic Jihad take part in a rally last year in the southern Gaza Strip to celebrate a deadly shooting attack in Tel Aviv. (credit: ATTIA MUHAMMED/FLASH90) Elad analyzes Hamas's war doctrine and tactics, alluding to their ideals of targeting "helpless people" in order to receive international support. He states that "the more helpless people are harmed, the greater political pressure will be applied onto Israel to stop using military force, and therefore, Hamas will receive more credit within the international community." He notes that "the conduct of [Hamas] members in Qatar indicates that Hamas is concerned about the leadership in northern Gaza switching out to other entities such as Fatah, local tribes or ." In concluding his remarks, Elad comments that preventing the residents of northern Gaza from returning to their homes will leave a vacuum, which could, in turn, lead to the rise of other factions that are considered "more peaceful." The threshold of the rise of other factions likely could oblige Hamas to engage in a sort of civil war against them, which is something that the terrorist organization is far from being prepared for, given the current climate. ...قراءة المزيد

Israel Police's Lowlands division conducted training exercises and security assessments throughout Israel's Northwest. These precautions are due to the ongoing warnings of possible Palestinian terrorist infiltrations into Jewish settlements within the region. Since the infiltration of Hamas terrorists into Israeli territory on October 7, police units have been preparing for any possible scenario of high-risk terrorist attacks. This comes following previous reports that under attacks would occur beyond Gaza but throughout the West Bank as well, perpetrated by local terror cells and allies. Jenin, located in the northwestern part of the West Bank, has become, in recent years, a hotbed for terrorist activity. The IDF and Shin Bet killed a Palestinian Islamic Jihad terrorist in Jenin in a in late February en route to committing a shooting attack likely on Israeli forces. In January, were killed in a hospital by Israeli commandos, with one being a member of the Palestinian terrorist group Hamas. As of last week, over 3,500 or killed by Israeli forces in the West Bank, with many affiliated with Hamas and other terrorist groups, since Operation Swords of Iron began. Avi Daniel, Commander of Israel Police's Lowland Region, discussed the readiness of the security forces if a possible infiltration occurs, saying, "We are exceptionally strong and prepared for any scenario and intrusion." "We are exceptionally strong and prepared for any scenario and intrusion" Timur Yagudaev, commander of the Israel Police Special Patrol Unit (Yasam) in the Lowlands district, stated that "following the events on October 7, we learned our lessons and understood that events could be in multiple locations with many injured with Magen David Adom (MDA) not being able to reach them. By building a week of operational and tactical medicine capabilities, we will be able to save the lives of wounded soldiers and civilians until their evacuation to a hospital." These exercise drills are held to ensure the readiness of all security and healthcare personnel in case of a possible attack on a Jewish settlement while being prepared for the worst-case scenario. Yasam district fighters from the Valleys, Sharon, and Tel Aviv regions took part in the exercise drill, as did members from MDA, the emergency standby squad of the Gadish settlement, and the sabotage unit of the Israeli police. One of the possible scenarios conducted in the exercises included an infiltration into an Israeli settlement along the Green Line with the possibility of taking control over Israeli citizens. ...قراءة المزيد

Heads turned as the masked men with clubs walked down a Rafah street, part of a set up by armed factions in after the civil police force went underground, saying it was targeted by Israeli strikes. A group of nine of the men, their headbands reading "People's Protection Committees" bound around ski masks or hoods, strode through a marketplace this week after first appearing around Rafah late last month. "We want to control the street to ensure that there is still safety in the country... We are present in the streets to control the streets from all sources of trouble existing in the Palestinian street now," one said. The group was formed by the Interior Ministry, along with other political factions that had a street presence in Gaza, and was tasked with ensuring public order and stopping price hikes by market profiteers, he said. Reuters was unable to reach a spokesperson for the Gaza Interior Ministry, which has stopped operating normally since the war began. Spokespeople for Hamas, Islamic Jihad, and another major faction did not immediately respond to requests for comment. masked gunmen in the streets of Jenin Refugee Camp (credit: KHALED ABU-TOAMEH) When the vigilantes first appeared in markets, with some brandishing assault rifles, dozens of youths gathered around to whistle, clap, and chant "God is Great" in support, witnesses said. But while some Rafah residents appeared to welcome the emergence of the People's Protection Committees to tackle lawlessness and war profiteers, others seemed worried at the idea of armed, masked men taking over policing. "Maybe if we had real policemen without masks, people who are known to the people, it would be more organized and more comfortable," said a father-of-four Reuters reached by phone in Rafah. None of the people Reuters spoke to wanted to be identified by their full names. The vigilantes feared being identified by Israel or by the clans of profiteers whose goods they had seized, one person said. People backing the vigilantes were worried that Israel would see them as Hamas supporters. Those who voiced concern about them were worried about angering the group or the factions that support it, they said. Hamas, whose deadly attack on Israel on Oct. 7 triggered the conflict, has run Gaza since 2006, including overall control over the civil police force. Officials from the UN agency for Palestinian refugees, UNRWA, have said uniformed municipal police in Gaza have refused to escort aid convoys after a number of police were killed in Israeli strikes. Israel's military did not immediately respond to a request for comment on whether it was attacking police. The conflict has led to intense shortages of all goods in Gaza, with Israel allowing only humanitarian aid into the enclave, trickling in at a far slower rate than food and medicine did before the conflict. Prices have rocketed, infuriating a population in which almost everybody has already lost their home and now live, destitute, in tents or other temporary shelters with few possessions beyond the clothes they wear. "The ministry of economy sets the price of every good which everyone should follow, including big traders even before smaller ones," said one of the masked men. They issue warnings to traders whose prices are too high and confiscate the goods of repeat offenders to sell at the set rate, he said. "They are answering our call to protect us against high prices," said Akram, a Rafah resident infuriated by the rampant inflation who had to quit smoking because a single cigarette cost what a whole packet had done previously. The father of four in Rafah said he had initially welcomed the idea of vigilante groups, but they had proven ineffective and were going after the wrong people, he said. "They should focus their mission at Rafah border crossing where the goods come in and they have to press senior merchants to bring down prices," he said. Market traders selling goods at a high price were often displaced people who had been forced to buy their goods at inflated prices from profiteers themselves, said another Rafah resident. "Why can't the Economy Ministry form groups to do these campaigns and inspect markets?" he said. ...قراءة المزيد

The terror attack near Ma'aleh Adumim left many questions unanswered. The IDF has torn apart 18 out of 24 Hamas battalions in Gaza, with the other six basically cornered and surrounded. In the West Bank, the military has arrested a staggering 3,200 suspected terrorists since October 7, seized 230 weapons, and demolished 17 houses of terrorists. To put those numbers in perspective, the goal of the IDF’s “massive” operation in Jenin on July 3-4, 2023, was to arrest 300 most-wanted terrorists. The scene of a shooting attack on Highway 1, near Ma'ale Adumin, on February 22, 2024 (credit: Chaim Goldberg/Flash90)Compared to any other time in decades, shouldn’t Palestinian terrorists have their backs up against the wall? There are some tactical answers to these questions. First of all, the part of the road where the attack took place is considered part of the West Bank, which means Palestinians are free to travel on it, unlike roads within the Green Line.Second, the area had a traffic jam, which left Israeli motorists as sitting ducks.Incidentally, traffic jams are the same phenomena that facilitated several terror attacks against Jews in Huwara in the last year or so.Local Israeli officials said they have complained about the traffic issue, have asked for additional new roads to separate the populations, and have also asked for there to be additional checkpoints and security checks on the road. But these solutions will only go so far. With the current state of affairs, Jewish settlements and Palestinian villages are so intertwined in the West Bank in so many places that separation can only go so far.Setting up additional checkpoints and security checks temporarily provides an additional sense of security and usually does work for some period of time. But most senior defense officials say that over a period of months, new checkpoints which are perceived by Palestinians as extra create more new terrorists than they stop by humiliating normative Palestinians to a breaking point.Another question that the Shin Bet (Israel Security Agency) had not yet answered at press time was whether the three were part of an organized terror group or a lone-wolf group of attackers. It would be unusual to have three well-armed attackers completely acting alone. But now is an unusual time, with more Palestinians in the West Bank incensed at Israel than ever due to the large number of arrests and due to the pictures they see of Israel’s invasion of Gaza. Recent polls have even suggested that Hamas is now more popular in the West Bank than in Gaza, whereas Fatah, the West Bank ruler, is normally far more popular or in a dead heat, and Hamas is more popular in Gaza. Both Hamas and Palestinian Islamic Jihad issued press releases praising the three terrorists, but neither took credit.Might they avoid taking credit now out of fear of reprisals at a time when the IDF has taken off the kid gloves, or was their not taking responsibility because the three really did act alone? And if they did act alone, how did they manage to get so many weapons and organize themselves in such a sophisticated fashion to all attack simultaneously in a crowded area?On the other hand, the fact that the terrorists shot wildly and without much focus seemed to make the casualty number lower than it would have been had they been more disciplined. This could suggest they were moderately organized, but still amateurs. All of these though are tactical limits. The strategic limit is some kind of diplomatic horizon, whatever that might be.Until this war, it could have been said that if only the IDF would take off the gloves, terrorism would be stopped. The army did take the gloves off – and threw them out the window – but there is still terrorism, albeit probably less than there was pre-war.A very large portion of the harder-core terrorists, probably the largest in years, have been killed or arrested. Some terrorism, like antisemitism, may always exist. Some people just hate Jews. But defense officials have been worried for months, since northern Gaza fell, that Israel must start giving some “carrot” and diplomatic horizon to the Palestinians, and not just using the “stick.”Whatever that horizon might be, whatever Israel’s vision is for “The Day After” in both Gaza and the West Bank, defense officials worry that failing to start moving in that direction will lead to Israel losing ground in terms of security and safety. ...قراءة المزيد

After years of hearing about the and South, now the residents of the Seam Line fear the threat has expanded to the eastern front. Dr. Daphne Richemond-Barak, an expert in the field, explains in an interview with Maariv why this is nothing less than an oversight. The area is made up of towns that lie between separation markers in the West Bank (walls, security fences, etc.), and the Green Line, including both settlements and Palestinian villages. If estimates include east Jerusalem, this amounts to about 8.5% of the West Bank. In recent weeks, similar complaints have been forwarded to Israeli security forces by Seam Zone residents. “In the two years before the discovery of the tunnels in the north, there were many residents who complained, but at first they were not believed,” recalled Dr. Richemond-Barak, a senior lecturer at the Lauder School of Government, Diplomacy and Strategy at Reichman University, who recognizes a great similarity between the various arenas. Having gained substantial experience in researching Israel’s underground threats, she is convinced that the publications in the media concerning point to a failure of the security forces. The search for tunnel shafts continues. (credit: Via Maariv) “Even if there is currently no real threat, once we realized that our enemies are using the underground in all sorts of ways, we had to anticipate and prepare for such a threat. How can this be a surprise to anyone at this point, when we know that there are tunnels in Gaza, in Lebanon, and the entire Middle East? “We also know that in Jenin, underground infrastructure was found six months ago. If they are digging inside Jenin, why wouldn’t they try to dig under the Green Line now? If there is evidence of digging inside Jenin, why wouldn’t we find tunnels in Bat Hefer? The pattern is being repeated in each of the arenas. As soon as we see activity in one arena, we need to be proactive and realize that we may see the same activity in other arenas as well.” Advertisement “This is a very important point. Theoretically, such tunnels could be inside Jenin, under the Green Line, or between Jewish and Palestinian settlements. We must not rule out such a possibility. If we understand that they know what to do with the knowledge and how to maximize the solution, then it could certainly be that they dug tunnels between Jewish and Palestinian settlements. It’s entirely possible.” “If you have to rank the level of difficulty according to the type of soil, then you can say that the soil that is easiest to dig in is the sandy soil of the Gaza Strip. In the West Bank, digging is more complex than in the Gaza Strip, and on the Lebanese border, it is the most difficult to dig, but what is important to say in this context is that we know even if the type of soil is a little more difficult to dig, it still doesn’t stop the enemy. Look at Hezbollah carving tunnels in stone. Such difficulties do not deter any player in the arena.” Since the discovery of the first tunnels in the Gaza Strip, Israel has invested many resources in developing a technological solution to the underground challenges. In 2015 underground tunnel mining was found. In October 2017, it was cleared for publication that the Southern Command established a technological laboratory for locating tunnels, which includes experts in various fields who analyze the information collected by the system. “The IDF has tools, but what is important is the change in perception. Look at the Green Line, how long it is, and how close it is to Jewish communities, and think how long it will take to conduct inspections around Jewish communities,” Richemond-Barak added. Dr. Daphne Richemond-Barak (credit: Via Maariv) “There is no doubt that this is serious work, but there is a difference between saying it will take a long time and not being aware of the threat. The basic concept should be that the possibility exists and that it should be checked. What we lack is an understanding of the threat itself. We first need to recognize it.” ...قراءة المزيد
